Candidly, i suspect that this plan will continue to be yet another exercise is the County and county business leaders publicly demonstrating that their best interests are served by continuing the planning process while those citizens to actually drive 29 continue to lament the interminable planning and delays of the aforementioned “leaders.”

Village of Rivanna Master Plan Approved

While the plan calls for infrastructure to be built in advance of new development, many residential and commercial projects have already been approved, but not yet built. “We are not excited about the prospect of a lot of development on our doorstep,” said Joscelyne, “but we realize that we don’t have a lot of say over that.” … “The problem with Route 250 is that it is already near capacity, and many new homes have been approved already that will push it beyond capacity,” said Joscelyne. … Supervisor Dennis Rooker said the guidelines for concurrency of adequate infrastructure were important and a key to getting public support.   “Without that language on future transportation and future rezonings, it wouldn’t have the support of the residents,” said Rooker.

Light Industrial and a Gas Station in Crozet?

A spirited crowd of Crozet residents was on hand at a public forum Thursday to challenge the notion that western Albemarle is a prime location for expanded industrial development. The Albemarle County Board of Supervisors has asked for consideration of a new light industrial business park in the Crozet Master Plan’s first five-year update.

“We’ve been waiting for this meeting and don’t know if the Board of Supervisors has already made a preliminary decision or not,” said Meg West, a Crozet resident for over 25 years who is opposed to the new park.

…At its meeting Monday, the ARB told the applicant’s representative, Jo Higgins , that the Re-Store’n Station plan had not improved enough over the past year and still had a negative impact on the adjacent neighborhood and historic area of Free Town.

TDRs get another look?

A much-too-simplistic definition of TDRs – selling development rights from rural areas into a “receiving area” which is ostensibly in the “growth area” and effectively downzoning and preserving rural areas. … Pruetz’s and Standridge’s evaluation of the factors that differentiate the successful programs from those that have not been able to meet their stated goals could help local leaders determine whether Charlottesville-Albemarle has the right conditions and aspirations for a successful TDR program. … Albemarle County Supervisor Dennis Rooker (Jack Jouett) has said that in his own research he was not able to find any well-functioning TDR program that did not also include a down-zoning.

Biscuit Run is Sold to State to Become State Park

Kaine today announced the purchase of approximately 1,200 acres in Albemarle County known as “Biscuit Run” to be held by the state as a site for a future state park. “When developed as a state park, this extraordinary piece of land will benefit the citizens of Albemarle, Charlottesville and the Commonwealth for recreation, natural resource protection and the preservation of open space in a fast growing area,” Governor Kaine said. … “This is a once-in-a-lifetime opportunity for the state to acquire such a valuable property which offers spectacular mountain views, abundant flora and fauna and is in the viewshed of Mr. … Funding for the purchase was provided by a combination of federal grants and existing state bond funds available through the Virginia Public Building Authority and the State Parks and Natural Areas bond, voted on by the public in 2002.
